    Family policies' long-term effects on poverty: a comparative analysis of single and partnered mothers

    This study investigates whether generous family policies at the transition to parenthood reduce single and partnered mothers’ economic disadvantages later in the life course. Previous research usually focused on the immediate effects of family policies and disregards potential longer-term effects. In this study, we suggest taking a life-course perspective to study the relationships between family policy and mothers' poverty risks. We empirically investigate how investment in child benefits, childcare services and parental leave measures at the transition to parenthood are associated with poverty outcomes at later life stages and whether these associations hold over time. We draw on pooled EU-SILC data, and an original policy dataset based on OECD expenditure data for child benefits, childcare and parental leave from 1994 to 2015. We find that mothers' observed increase in poverty over time is slower in countries with high levels of spending for childcare at the transition to parenthood than in lower spending countries. The gap between partnered and single mothers was also diminishing in contexts of high childcare expenditure. For the other two policies, we did not find these links. These results do lend support to the claim that childcare is a prime example of a social investment policy with returns later in the life course and represents a life-course policy that seems to be able to disrupt economic path dependencies. The results for the other two policies suggest, however, a limited potential of family policy spending at transition to parenthood to reduce the poverty gap between partnered and single mothers over the course of life

    The current multimedia landscape is characterized by a significant heterogeneity in terms of coding and delivery formats, usage environments, and user preferences. This paper introduces a transparent multimedia content adaptation and delivery approach, i.e., model-driven content adaptation and delivery. It is based on a model that takes into account the structural metadata, semantic metadata, and scalability information of media bitstreams. Further, a format-independent multimedia packaging method is proposed based on this model for media bitstreams and MPEG-B BSDL. Thus, multimedia packaging is obtained by encapsulating the selected and adapted structural metadata within a specific delivery format. This packaging process is implemented using XML transformation filters and MPEG-B BSDL. To illustrate this format-independent packaging technique, we apply it to three packaging formats: RTP, MP4, and Ogg

    HTTP adaptive streaming with media fragment URIs

    HTTP adaptive streaming was introduced with the general idea that user agents interpret a manifest file (describing different representations and segments of the media); where-after they retrieve the media content using sequential HTTP progressive download operations. MPEG started with the standardization of an HTTP streaming protocol, defining the structure and semantics of a manifest file and additional restrictions and extensions for container formats. At the same time, W3C is working on a specification for addressing media fragments on the Web using Uniform Resource Identifiers. The latter not only defines the URI syntax for media fragment identifiers but also the protocol for retrieving media fragments over HTTP. In this paper, we elaborate on the role of Media Fragment URIs within HTTP adaptive streaming scenarios. First, we elaborate on how different media representations can be addressed by means of Media Fragment URIs, by using track fragments. Additionally, we illustrate how HTTP adaptive streaming is realized relying on the Media Fragments URI retrieval protocol. To validate the presented ideas, we implemented Apple's HTTP Live streaming technique using Media Fragment URI

    Implementation strategies for efficient media fragment retrieval

    The current Web specifications such as HTML still treat video and audio resources as 'foreign' objects on the Web, especially lacking a transparent integration with current Web content. The Media Fragments URI specification is part of various efforts at W3C trying to make media a "first class citizen" on the Web. More specifically, with a Media Fragment URI, one can point to a media fragment by means of a URI, enabling people to identify, share, link, and consume media fragments in a standardized way. In this paper, we propose and evaluate a number of implementation strategies for Media Fragments. Additionally, we present two optimized implementation strategies: a Media Fragment Translation Service allowing to keep existing Web infrastructure such as Web servers and proxies and a fully integrated Media Fragments URI server that is independent of underlying media formats. Finally, we show how multiple bit rate media delivery can be deployed in a Media Fragments aware environment, using our Media Fragments URI server

    Measuring the Generosity of Parental Leave Policies

    In order to investigate and compare welfare states or specific welfare programmes, scientists, opinion‐makers and politicians rely on indicators. As many of the concepts or objects studied are somewhat abstract, these indicators can often only be approximations. In comparative welfare‐state research, scholars have suggested several approximating indicators to quantitatively measure and compare the generosity of public welfare provision, with a special focus on cash benefits. These indicators include social spending, social rights and benefit receipt. We present these indicators systematically, and critically discuss how suitable they are for comparing the generosity of parenting leave policies in developed welfare states. Subsequently, we illustrate how the operationalisation of leave generosity by means of different indicators can lead to different rankings, interpretations and qualifications of countries. Hence, indicator choices have to be considered carefully and suitably justified, depending on the actual research interest

    NinSuna: a fully integrated platform for format-independent multimedia content adaptation and delivery using Semantic Web technologies

    The current multimedia landscape is characterized by a significant heterogeneity in terms of coding and delivery formats, usage environments, and user preferences. The main contribution of this paper is a discussion of the design and functioning of a fully integrated platform for multimedia adaptation and delivery, called NinSuna. This platform is able to efficiently deal with the aforementioned heterogeneity in the present-day multimedia ecosystem, thanks to the use of format-agnostic adaptation engines (i.e., engines independent of the underlying coding format) and format-agnostic packaging engines (i.e., engines independent of the underlying delivery format). Moreover, NinSuna also provides a seamless integration between metadata standards and adaptation processes. Both our format-independent adaptation and packaging techniques rely on a model for multimedia bitstreams, describing the structural, semantic, and scalability properties of these multimedia streams. News sequences were used as a test case for our platform, enabling the user to select news fragments matching his/her specific interests and usage environment characteristics

    Format-independent and metadata-driven media resource adaptation using semantic web technologies

    Adaptation of media resources is an emerging field due to the growing amount of multimedia content on the one hand and an increasing diversity in usage environments on the other hand. Furthermore, to deal with a plethora of coding and metadata formats, format-independent adaptation systems are important. In this paper, we present a new format-independent adaptation system. The proposed adaptation system relies on a model that takes into account the structural metadata, semantic metadata, and scalability information of media bitstreams. The model is implemented using the web ontology language. Existing coding formats are mapped to the structural part of the model, while existing metadata standards can be linked to the semantic part of the model. Our new adaptation technique, which is called RDF-driven content adaptation, is based on executing SPARQL Protocol and RDF Query Language queries over instances of the model for media bitstreams. Using different criteria, RDF-driven content adaptation is compared to other adaptation techniques. Next to real-time execution times, RDF-driven content adaptation provides a high abstraction level for the definition of adaptations and allows a seamless integration with existing semantic metadata standards
